The Design, Build & Maintenance project was carried out by the De Groene Boog consortium, comprising BESIX, Dura Vermeer, Van Oord, Croonwolter&dros and Mobilis. It includes the country’s first energy-neutral tunnel, newly constructed viaducts and a highly integrated motorway section designed to connect seamlessly with the existing road network.
From the outset, the project team addressed environmental constraints, the COVID-19 pandemic and evolving technical requirements through careful planning, innovation and a consistent focus on safety and quality.
The new motorway will improve traffic flow in the Rotterdam and Lansingerland region, while enhancing liveability for surrounding neighbourhoods. Works included:
With the A16 Rotterdam scheduled to open to traffic in October, BESIX and its consortium partners will provide maintenance services until 2044, supporting long-term performance and safety.
Open and transparent collaboration between BESIX, the De Groene Boog partners, Rijkswaterstaat and other stakeholders was central to timely delivery and quality outcomes.
To mark the opening of the new motorway, Rijkswaterstaat organised a public festival on the weekend of 27–28 September 2025. Around 15,000 visitors attended the event, which offered the opportunity to explore the highway on foot or by bicycle and enjoy workshops and concerts by local artists.
